For the purpose of reviewing the South Baltimore Gateway Community Impact District and Management Authority and renewing the South Baltimore Gateway Community Impact District and Management Authority if the Council finds that District and the Management Authority are effective and should continue; and providing for a special effective date.

Recitals
In 2016, Ordinance 16-509 was enacted, creating the South Baltimore Gateway Community Impact District and Management Authority (“the District and the Authority”). City Charter Article II, § 69(g) provides that the Mayor and City Council shall “review the effectiveness and determine the desirability of continuing the existence” of the South Baltimore Gateway Community Impact District every 4 years from the enactment of Ordinance 16-509. The City Council must now review the South Baltimore Gateway Community Impact District and Management Authority to determine the effectiveness and the desirability of continuing the District and Management Authority.
