FOR the purpose of convening a City Council hearing on youth involvement and recommendations regarding The Inner Harbor Project’s efforts to provide a safe and inclusive environment for visitors of all ages, both local residents and tourists, at Baltimore City’s Inner Harbor.

WHEREAS, During the summer of 2012, Celia Neustadt, founder of The Inner Harbor Project, formed a partnership with eight Baltimore City public high school students to address student interest in reversing incidents of inappropriate and disruptive behavior among youthful visitors to the Inner Harbor and in fostering positive inclusion of youth in Inner Harbor activities and attractions.

WHEREAS, Since then, this core group has expanded, and its student leaders have developed their own research questions, surveys and data analyses in pursuing their vision of an Inner Harbor both safe and inclusive for all visitors, including our youth and teens.
