FOR the purpose of celebrating the laudable career of Brenda Saddler Williams, thanking her for her unwavering commitment to public service upon her retirement from Baltimore City government, and wishing her many years of continued happiness as she spends more time with her husband, four children, and three grandchildren including her newborn grandson.

Recitals

It is with marked sadness that the City Council acknowledges that on March 31, 2014, it will say goodbye to one of the most respected and longestserving employees to work with the Baltimore City Council.

Having started her career in what was originally known as the City Council Office of Financial Review on April 30, 1980, Ms. Brenda Williams has served as staff to most committees of the City Council. In fact, she has worked on some of the most complicated issues considered by the City Council, including but not limited to: Payment in Lieu of Taxes (PILOTs), Tax Increment Financing (TIFs), TaxExempt Financing, Tax Credits, Revenue Enhancements (Energy Taxes, Telecommunication Taxes, Recordation Taxes, Burglar Alarm Fees), Convention Center Hotel Revenue Obligations, MBE/WBE Participation Goals and Constitutionality, the SCOPE Program, General Obligation Bonds, Local Hire, E...
