FOR the purpose of celebrating the laudable career of Jim Scales, thanking him for his unwavering commitment to public service upon his retirement from Baltimore City government, and wishing him many years of continued happiness as he spends more time with his husband, Bill Taskers.

It is with marked sadness that the City Council acknowledges that this month it will say goodbye to one of the most respected and longestserving employees to work for Baltimore City.

More than 40 years ago, Jim Scales began his tenure in Baltimore City government ? the first 13 years were spent with the Department of Public Works and then a oneday personnel loan of Jim to City Hall turned into a remarkable 29 years in City Hall. Jim Scales served under six administrations, William Donald Schaeffer, Clarence ?Du? Burns, Kurt Schmoke, Martin O? Malley, Sheila Dixon, and Stephanie Rawlings Blake.

His office in City Hall served as an unofficial time capsule of the past three decades ? pictures, news articles, memorabilia, knickknacks, you name it ? it is rumored that there actually was a desk and computer in there.
