Section 1. Be it ordained by the Mayor and City Council of Baltimore, That permission is granted for the establishment, maintenance, and operation of a home for homeless women, for the establishment, maintenance, and operation of a seasonal home for homeless women and children, and, in the event of an emergency situation, a home for homeless women and children on the property known as 1200 North Fremont Avenue, as outlined in red on the plat accompanying this Ordinance, in accordance with Baltimore City Zoning Code §§ 4-1103(1) and 14-102, subject to the following conditions:

1. The home for homeless women may house no more than 60 women and may be open throughout the year, and, in the event of an emergency situation, the home for homeless women may house no more than an additional 30 persons, including children.
