Recitals

Whereas, Comptroller Joan Pratt was born and raised in Baltimore City, and became a Certified Public Accountant in the early 1980s;

Whereas, Comptroller Pratt opened her own accounting firm in the late 1980s and continues to operate the firm today;

Whereas, Comptroller Pratt received her masters degree in taxation from the University of Baltimore in the early 1990s;

Whereas, Comptroller Pratt became a trustee for the Baltimore City Elected Official’s Retirement System and the Fire and Police Employee’s Retirement System in 1990;

Whereas, In 1995, Comptroller Pratt was elected to her first term as Baltimore City Comptroller, making her the second Black woman to serve as Baltimore City Comptroller since the office was created in 1900;

Whereas, Comptroller Pratt has served as Baltimore City Comptroller since her 1995 victory;

Whereas, Comptroller Pratt is a voting member of the Baltimore City Board of Finance, a member of the Architectural and Engineering Awards Commission, Chairwoman of the City Expenditure Control Committee; Chairwoman of the Space Utilization Committee, Treasurer of the Baltimore Hotel Corporation Board and member of the Board’s Audit Committee;
